The Rebis Global "Certified Gold Standard"

1. The Energy Efficiency Pillar (ISO/IEC 30134-2)

  • The Global Standard: International standards use PUE ($PUE = \text{Total Power} / \text{IT Power}$) to measure efficiency. A "Gold" rating usually requires a $PUE$ of 1.2 or lower.

  • The Rebis Standard: We don't just want a low $PUE$; we want a Grid Transparency Ledger.

  • The SOP Requirement: If the developer claims "Gold" efficiency, they must provide a monthly public report of their total power draw ($kWh$) vs. their IT load to prove they aren't wasting the valley’s energy on outdated cooling.

2. The Water Stewardship Pillar (LEED BD+C: Data Centers)

  • The Global Standard: LEED-certified facilities must demonstrate a significant reduction in water use compared to a baseline.

  • The Rebis Standard: "Closed-loop" is a buzzword; we want Thermal Accountability.

  • The SOP Requirement: Any facility drawing from local rivers or municipal lines must adhere to a Water Use Effectiveness (WUE) standard. This includes a "zero-impact" clause on the local water table during heatwaves.

3. The Noise & Safety Pillar (ISO/IEC 30134-8 & Montgomery County 2026 Ordinance)

  • The Global Standard: New 2026 ordinances are classifying data centers as "unique land uses," requiring acoustic shields that capture low-frequency "hum."

  • The Rebis Standard:The Acoustic Firewall.

  • The SOP Requirement: All generators and chillers must have Acoustical Silencers and Sound Attenuators. We don't accept "annual testing"; we demand Continuous Ambient Monitoring that shuts down non-essential fans if noise exceeds residential limits for more than 15 minutes.
